I am 6'1 and weigh 173 with an ectomorph frame. I am trying to increase size and gain muscles/strength. I know it’s inevitable to bulk without gaining some fat, but should I stay at 3300? Drop it down to 3000? Even lower? What should my macros be?

I have been cutting for 9 months now lost about 24 kg (69kg right now) and I will start bulking after 2 weeks.
I read before that you should eat at maintenance first but for how long should I eat at maintenance before going surplus
Let's say if one were to bulk at a small surplus for a long time, could they stay at a low bf%? I just want to be able to eat at a surplus while staying 12% bf. Could I eat at maintenance to do so?
